A data action returns a 401 error.

The client is unauthorized to retrieve access tokens using this method, or client not authorized for any of the scopes requested.
- Confirm that this service account is in the Google Cloud Platform project that contains APIs that you want data actions to call.
- Confirm that this service account is assigned to each function that you want the data actions integration to execute.
