Force Stop option for paused campaigns

Outbound administrators can now use the Force Stop option on a paused campaign to clear all outstanding interactions that prevent the campaign from turning off. When applied to a campaign, the Force Stop option marks all outstanding calls with the wrap-up code ININ-OUTBOUND-CAMPAIGN-FORCED-OFF and ignores all wrap-up rules for those calls.
